Belgium's e-invoicing mandate is live: getting Dynamics 365 F&O compliant

In short

Structured e-invoicing has been mandatory for domestic B2B in Belgium since 1 January 2026, and the penalty-free tolerance period closed on 31 March 2026 — graduated fines now apply. Invoices travel over the Peppol 4-corner network in Peppol BIS Billing 3.0, which implements EN 16931. A PDF emailed to a customer is no longer a valid B2B invoice. One network, one format

Peppol BIS Billing 3.0

Belgium's mandated format. It implements the European EN 16931 standard, carried as UBL 2.1 (CII 16B is the other EN 16931-compliant syntax). Unstructured PDFs are not valid for transactions in scope.

The Peppol 4-corner network

Your ERP, your access point, your customer's access point, their ERP. No government platform sits in the invoice flow, and nothing is cleared with the tax authority when you invoice — Belgium's reporting layer is a separate, later step.

Scope is domestic B2B between Belgian VAT-registered businesses; B2C is out. Exemptions exist — including foreign entities registered for VAT in Belgium only, Belgian entities carrying out certain Article 44 VAT-exempt activities, and transactions such as intra-community supplies — so entities near an edge should take specific advice. Invoices must be archived for at least seven years.

Is e-invoicing already mandatory in Belgium?

Yes. Structured e-invoicing has applied to domestic B2B transactions between Belgian VAT-registered businesses since 1 January 2026. A penalty-free tolerance period ran until 31 March 2026; graduated fines have applied since.

Which format does Belgium require?

Peppol BIS Billing 3.0, which implements the European EN 16931 standard, exchanged over the Peppol 4-corner network. UBL 2.1 and CII 16B are the EN 16931-compliant syntaxes. Unstructured PDFs are not valid for transactions in scope.

Does the Belgian tax authority see our invoices?

Not today. Belgium chose a 4-corner model with no government platform in the invoice flow, so nothing is cleared or reported when you invoice a customer. A near-real-time VAT reporting layer is planned for 2028 and is expected to build on Peppol interoperability — worth designing for, not building yet.

Who is out of scope?

B2C invoicing is out. Exemptions also cover foreign entities registered for VAT in Belgium only, Belgian entities carrying out certain Article 44 VAT-exempt activities, bankrupt entities and those under the special flat-rate scheme, plus transactions such as intra-community supplies and services taxed in another EU country. If an entity sits near one of those edges, take specific advice.

What are the penalties for non-compliance?

Graduated fines: €1,500 for a first offence, €3,000 for a second and €5,000 for a third within a three-month window.

Does Dynamics 365 F&O support Peppol BIS 3.0?

Yes. D365 Finance generates EN 16931-compliant invoices through Electronic Reporting, and there is a country-independent Peppol BIS 3 capability in the Electronic invoicing service. Transmission is a provider decision — Microsoft is not your access point — so we connect Dynamics to the access point you choose. A dedicated connector covers AX 4.0 through AX 2012.

What language does the engagement run in?

English or Dutch, whichever suits your team. A Dutch-speaking consultant is available, so a Flemish finance team can have the conversation in Dutch, and the wider programme can run in English for international groups.
